You will apply for the Provincial Nominee Program in a variety of ways depending on the stream you have chosen. Either the non-Express Entry process or Express Entry may be required for your application.

You will need to pass a medical examination and obtain a police check as part of the procedure (certificate). No matter where in Canada they intend to live, everyone must get these checks.

How does one go by a Non-Express Entry process?

In the non-Express Entry process:

  • You submit a non-Express Entry stream nomination request to the province or territory.
  • You must be in compliance with the PNP's eligibility requirement.
  • You submit an online application for Canada permanent residence after being nominated by the province.

You must acquire a

  • medical evaluation,
  • police check (certificate)

The processing of applications takes longer than it would with Canada Express Entry Process.

How to submit an application through the Express Entry system

Express Entry method

There are two ways to apply via the online Express Entry process:

  • You directly apply under a province or territory and ask to be nominated through an Express Entry stream.
  • If the province or territory agrees to nominate you, you must build an Express Entry profile (or amend an existing one) to reflect the nomination.

OR

  • Your Express Entry profile includes the provinces and territories you are interested in.
  • When a province or territory sends you a "notice of interest," you should contact them directly.
  • Express Entry stream applications are submitted.

A nomination certificate will be sent to your account if you accept the nomination electronically.

For Express Entry applicants who received an invitation to apply (ITA) prior to November 16, 2022, you must use NOC 2016.

Regardless of the situation, you must:

  • Meet the eligibility requirements of the province or territory; and
  • As part of Express Entry, you'll need to submit a profile and demonstrate that you meet the program's basic requirements, including qualifying for one of its immigration programs.
  • You must submit an electronic application to the IRCC if you accept the invitation to apply.

How does one apply through Express Entry System?

The implications for you will vary depending on your circumstances.

1. You were sent a request for application (ITA) prior to November 16, 2022.

To apply for permanent residency through Express Entry, you must provide the NOC 2016.

2. Before November 16, 2022, you didn't get an ITA.

For eligibility purposes, you must keep your profile updated with your NOC 2021 code.

3. On or after November 16, 2022, you got a nomination certificate

If the 4-digit NOC code on your nomination certificate is present, you must enter the number 93888 in each NOC field on your Express Entry profile. Using the NOC 2016 code found on your nomination certificate, we will evaluate your application.

In your Express Entry profile, you must enter the 5-digit NOC code on your nomination certificate.

If you want to be nominated by a province or territory, you must follow their website's requirements and contact them directly:

  • Newfoundland and Labrador
  • Northwest Territories
  • Nova Scotia
  • Ontario
  • Prince Edward Island
  • Saskatchewan
  • Yukon

It is possible for the criteria to change without notice depending on the province and territory.

National Occupational Classification 2021

The switch has been made to the 2021 version of the National Occupational Classification (NOC) on November 16, 2022.
